I would start by going to the local building permit department and asking what departments to talk to next. Laws governing these matters may vary from state to state and even from county to county or within city limits.

What would work here would not work in another county or perhaps city. Although we are in the same county some of the zoning rules are quite different from Lafayette to West Lafayette, which are different citys with different building permitting entities.
