I'll bet the front dome light assembly is to blame (that's where the seat belt warning light is). It works off of an internal timer.
Father Bob, try disconnecting the dome light for a few minutes. Then, re-connect it and see if the problem goes away.

There are more issues with massive SALT corrosion in my location.
I forget at times that not everyone has this issue.
A corroded buckle, retractor or connector/wire are common here.
Certainly you are correct, try the dome light first.
