I'll bet (and I'm shooting deep into the dark) that it's a homophobic thing.

Schools have to treat everybody equally. Boys & girls hug, girls hug girls ... homos hug? Heaven help us, ... NO I SAY!

So they can't make a rule saying homos can't hug because that's clearly discriminatory. So what do we do?

Don't let anybody hug anybody. Problem solved.
