From the standpoint that he can veto the bill, absolutely. In theory, he could send the bill back till it was without pork. However, in reality, it can't happen because of the political fallout. Hence I call it a hostage situation. Can't hit the pork (the bad part) without hitting the good part (hostage).
IMO, I blame both groups. The congress for introducing the hostage situation and the president for signing it in. What I see is that people like to blame the president and give congress a free ride. How many times have you seen a bad bill and the first person they talk about is the president?
