Call a local diesel injection/turbocharger service and ask for advise.
I suspect the wastegate servo has to be calibrated, and it is unlikely you will get it right very quickly (I could be wrong!). I don't do turbochargers -- I will tackle anything mechanical I have tools for, but turbochargers and injection pumps need tools I niether have nor can afford.
Shouldn't be too expensive to have the wastegate servo replaced and calibrated it you take the turbo off and deliver/pick up.
Check the pressure hose on the servo, too -- they can fail, and cause trouble. That is, if it isn't internal -- I haven't looked at mine that closely!
