Dug a little further.

With pins 7/8 jumped and fuel pumps running I disconnected line at lower pump and some but very little fuel was coming out. Then disconnected top pump and no fuel was coming out. So it seems fuel pumps need replacing, unless there is something else before in the tank that can be causing fuel block. However, I inititially had disconnected large fuel line going to top pump and fuel was coming out (gravity) when I emptied tank.

This car has been sitting for over 3 years garaged. Turns over and cranks and runs with starting fluid. Previous owner said he thought it was the fuel pumps but was not sure. It appears that it is.

Confirmation of the above would be GREATLY! appreciated.
