You're right that's way too broad a statement and I'm making assumptions about the 79Td. My 77 300d has no vacuum control valve and the 'bowden cable' is actually a series of complicated rods operating bell cranks going down thru the intake manifold area then turning 90 degrees to head back to the transmission.
My 79SD has both a vacuum control valve and a solid rod going from the top of the valve cover back down the right side of the engine. But it is a turbo, whereas the 79TD isn't.
