In addition, the first e-mail response to the problem by the car rental owner was that their office was closed due to extreme winter weather and his duty manager directed me to get a car at National Car Rental. It was a sunny day and I never talked to anyone. His story is now different.
Travelocity doesn't require deposit on a car rental so I never used my card with the original reservation.

I think you're confusing the facts with the capability of the agency to simply ignore you. You may be completely correct, however, if they choose not to pay the $800., there isn't much recourse other than small claims court.........if that works at all.
A credit card company would go to bat for you if you failed to receive something that you paid for.........but, in this case, it doesn't apply.
