If you don't have luck for a while and you've documented everything to the best of your ability you might try finding your local TV news video blackmail artist "consumer advocate reporter." They are usually very good at getting someone on a phone line on the air who relents and gets the situation solved. Granted, it's often something like a roofing contractor who won't finish the job, or someone who isn't honoring some sort of contract, but you never know.
I'm sure you can author a compelling narrative which you could then pitch to the networks. A smaller market station with it's own investigative journalist might be interested too, as those reporters are always looking to make a splash in something bigger than their little town.
From living in Atlanta previously, I became acquainted with Clark Howard, who seems to have taken all the good of Ralph Nader and kept his unwanted self out of politics. He's a big dork with a radio show and book series and 100 people who assist him in solving consumer complaints such as yours. You might give them a try:

He's big on travel deals/travel sites, so it might be a case he takes personal interest in. He also sponsors several Habitat for Humanity builds/year, which makes him AOK in my book.
