When you rebuilt the vacuum pump, did you remove the inlet check valve? That is the one in the nipple where the hard vacuum line attaches to the pump. They tend to break internally; then the "parts" partially block air flow into the pump, causing the brake booster not to work.

Could you hook up an "artificial" vacuum source to test the booster?
