How do they know the neutral safety switch is not the cause? And why did they not determine the cycle module went bad in the first round of expensive repairs?

It's possible the dealer has no idea what is wrong, and is simply throwing expensive solutions at it until they find something that works. I bet they will try the NSW last, and that will be it.
