Is there anything that resembles a "Do-Diligence" platoon, or some sort of bureaucratic/logistics operation within our government to even check these things out?

Why do we always seem to have to REACT to screw-ups when, with a little effort, we can avoid looking like Laurael & Hardy in: "HOW TO MAKE AN A-BOMB" - slap-shtick at its deadliest.
