After posting and reading everything I could, I assumed this must be coming from the ARV (air recirculation valve on the turbo), or the EGR valve. By "accident" a 2.5MM BB (bought at the sports store) fell into the vacuum line to the EGR and the ARV, and wouldn't you know, the noise was gone. I hope this helps.

kind of like how my torch just so happened to ignite and cut off my egr on my exhaust manifold? so i had to weld up a plate to block off the hole couldnt just leave that open like that...

1981 240d (engine donor 1983 240d) recently rebuilt engine hurray! - No more.. fought a tree and the tree won.
pearl black 1983 240d 4speed (Converted!@$$%) atleast the tranny was rebuilt.
