Nobody ever taught me that one is supposed to put his hand over his heart when the Anthem plays. At my schools (Fairfax County, Virginia, public schools) kids put their hands over their hearts during the Pledge of Allegiance, but I don't remember any of us doing that during the Anthem. It wasn't until this Obama thing came up that I learned that the U.S. Code says this:

Shame on me, I suppose, but I don't think that "almost everyone" puts their hands over their hearts during the Anthem, which does not excuse Obama's failure to comply. He probably should.
