No. But the vaccines in question had to be grown in biological cultures. I'm not sure of the details but apparently a couple of companies in the US might have used monkeys from Africa for the purpose. And it has been suggested that a couple of labs in central Africa used numerious local monkeys for the purpose. Thus the thery goes vaccines infected with SIV were used on people in bulk resulting in the transmission of Aids to the human populace.
