It costs as much as a new wheel cylinder. How many wheel cylinders are you going to hone? After using the hone you still need to buy a wheel cylinder rebuild kit (about as expensive as the new wheel cylinder) and install it.
After all that, are you sure you got rid of all the grit? Did you get the cylinder perfectly smooth or will a remaining groove rip up the rubber as it slides back and forth?
Maybe if you have a car with no available parts, a Kaiser Darrin comes to mind, the use of this tool is warranted. Otherwise, it would make a good sinker for deep sea fishing.

back in the 80's when I was full time mechanic, drum brakes were the norm, and nobody sold a "kit" you bought a set of rubber seals, and they were marked with the sizes on the dry side of the seal. a box of 100 various sizes cost about 3.00 and a hone was your friend... now adays... "you want a what?" is the response to a wheel cyl rebuild kit inquiry...
