There was some dredged up CIA file that mentioned using some chemical agent that would make it look like Patrice Loombooya what's his name (Mobutu's predecessor) died of a local disease. Some have speculated that the CIA managed to make the AIDS virus for that purpose and that it then went way off the reservation. I mean, it IS suspected that the virus originated in the vicinity.

I don't think they had the ability to create such a thing back then, but such is the stuff that conspiracy theories turn on.
