Actually, this is not completely correct. For comprehensive and collision insurance the rates are based upon your vehicle's value, but for liability and medical coverage the rates are based upon the risk of accident or injury and for that the insurance companies do discount for items like ABS and Airbags which are pretty much standard in any car made in the past 10-20 years. So, basically, if you have an older car without the safety features of a modern car you may indeed pay more for liability and medical coverages.
