Not positive on the turbo cars, but on the non-turbos that is a diaphragm that automatically adjusts the fuel sent to the injectors based on altitude. It does not get a vacuum line and is intended to be vented to the atmosphere.

The tin can on the rear of the pump is what shuts off the motor. It too is a diaphragm and vacuum is applied to pull the fuel rack in the pump and shut the fuel off. So a not stopping engine is due to a leak in the diaphragm or a lack of vacuum to it. A vacuum leak could be anywhere from the vacuum tap at the brake booster line, through to the small valve attached to the ignition switch, up to the diaphragm.
