i remember having the same problem before whereby
the car seems "breathing" and revving by itself.
the OVR fixed the problem in my case.

do you have the updated OVR with the red top and
two fuses on top? if not, before trashing the old one,
why not replace the old fuse and see if it solves the
problem. good luck!
