I have seen it a lot recently working on some real fine GM products  . Anyway, the cars I have seen it on have been cars that have just had the head gasket or some other component holding coolant back let go. On the GM 2.2's they blow head gaskets like it is their job. When the coolant runs down the block just so on this car it flys out on to the belt and picks up absolutley anything and the belt gets really sticky. I am not saying your car has a bad head gasket or anything, but I would imagine almost any fluid would have a similar effect if exposed to the belt for a long enough time.
