One quick test that I have noticed to check if the middle flap opens. The little snorkle pipe that leads from the airbox to the upper radiator slot opening, when removed, makes an audible noise while driving (just makes the engine louder) above 3,500 or so RPM's.....

Simple to to verify you can hear the valve opening. The engine develops a slightly deeper tone.
