Many inspection stations in VA have this scraper that looks like a long screwdriver handle (like a foot-long philips) with a razor blade holder welded to the end of it. You can reach into a pretty tight place with that. Of course, they don't always take care to prevent the shreds from falling into the ducts..........

Perhaps this will jog someone's memory that has seen a source for these scrapers......
