I agree pre 9/11 security was sub-par. Thoes questions, presumablly to jog the memories of the absent minded (to ellicit a response other then no) to flag checked bags for secondary inspection.

A major flaw with pre 9/11 security is the cost cutting measures employed by the administrators of the security system (airlines and airport operators) sacrificed security by hiring low paid workers and cutting corners.

The standpoint of the government is that the actions at one airport could have an impact at other airports, thus a spillover effect to their provided services. Also to ensure relative consistency in implemented security measures.

Advisorguy- I completely agree, a guy with a M16 is a big deterrent to would be hijacker. I do like the fact that TSA is employing behavior detection officers at the general aviation checkpoints, if a would be hijacker is pulled in for secondary inspection, there is a high likelihood that their plan (and possible future plans) would be thwarted.
