Maybe since WE, the tax payers have to foot the bill for this crap in the end, the local or state government should require that potential buyers get a license or pass a test before they can apply for a mortgage. You'd have to prove that you possess at least a rudimentary knowledge of personal finance and MIGHT be capable of handling such responsibilities.
