The reason I use that test point in the circuit for the test is b/c if you have no fan w/jumper there , you have poor conections at Resistor or a bad fan motor. That point in the circuit by-passes all relays. sensors , and fuses, so it is downstream from the relays.
If still no fan after cleaning of those therminals, you have a bad fan motor ...[ most likely brushes].
Post the finding when you find which.
