I think it's the A/C condenser also, the lines going to one I saw on a truck near my house looked more like A/C fittings than hydraulic hoses.

That's basically what the aux-fan on our own condensers is for -- when there's enough forward flow, the fan isn't useful, but it keeps it cooling at idling speeds.
