What you are probably looking at are not regulators, but the fuel rack that directs fuel to the injectors. You can turn the key on (without actually starting the car) and then pull the fuel line carefully from the driver side fuel rack at the end near the firewall. If you have fuel there, do the same for the fuel line leaving the rack near the front end of the engine. This should tell you if you are delivering fuel from the pump to the injectors.
