They do test IQs... Then take the lowest:

Happens all over. No, the explanation isn't valid. No, they aren't trying to change it. Yes, they intend to give the job and gun and "power" to people who simply follow orders and don't ask questions. Call it what you want, but it's not an accident, therefore it must be an agenda.
