I think that is a bit over the top. I would not hire a PHd to push carts for a grocery store. The time and money I would have to expend to hire him would not be worth it when he leaves becasue he is bored. I believe there is such a thing as being 'over qualified' for a job.
Should you take up the argument that the hiring standards a a bit lower than what is being advertised I would tend to agree. There do seem to be a few neanderthals sneaking through the hiring process.
As an aside. I was jury foreman on a DUI case a few years back. The arresting officer had 2 PHd's and a Masters. The secondary officer had a BS and IIRC was going for a PHd or Masters (it may have been her third degree she was studying for). I recall being uite impressed with their level of education and confused how they could underestimate our (the jury) inteligence by lying to us.
Perhaps the level of schooling one attains is not always reflective of performance.
