I have 19 Lbs vacuum coming from vacuum pump - so I figure if everything inside bonnet vacuum line wise checks out - and doors/ boot/ fuel door are all checked and replaced - has to be dash vacuum elements - as car is now 24 years old - and has lived in hot sunny place closed up / not really breathing

Your doing a lot of work before you have to. Disconnect the yellow and green based lines going thru the fire wall. Plug the lines. Does it shut off now, quickly??. If so then it could be a leak. If not then look at the ignition switch. It may not be working.
