Try using a clay bar on the tar and possibly the paint overspray as well. I know the clay bar works great on the tar, tree sap and other grit you can't see. It just lifts it off without scratching the paint.

Meguiars, Mothers, Zaino all sell clay bar and you'll need some type of lubricant to such as car wash soap. Give it a try, should help.
