That engine was developed by a British company, not Chinese, and it's nothing new - and it has very, very, very little thrust. It's basically an ion drive: shoot lots of ions very fast one way, and your engine goes the other way. Never mind flying cars and that kind of garbage. There is very little of substance here - just wild conjecture. Google Pons & Fleischmann for another example of this.
