It probably means replacing the headlights with ones that dip to the opposite side. When Brits travel to the continent and vice versa they purchase small glue on devices to block the part of the headlight beam that would shine into the eyes of oncoming drivers when driving on the opposite side to which the headlights were designed to dip.
