My guess would lean toward the brake lights, not the actual braking system. Does the noise depend on the actual braking action, or the action of the lights? You may have a bulb that is failing (are any of the bulbs especially bright?) and has caused the resistance of the brake light circuit to change, or the contact on the brake light switch may be dirty and causing static. Also be sure the antenna's base is in contact with the car's body I have an old Impala and the base was loose and the radio (AM only) made more static until I tightened it.
