Low beam is back on! Turns out it was a fuse after all. But not the one you'd expect. When I did the first workthrough I changed out all the four light fuses. The culprit fuse was for the left HIGH beam, not the low beam light that was actually out. I didn't see a small crack in the replacement fuse, but it showed up when I was jiggling everything once again. Why replacing the high beam fuse would make the low beam light operate I can't explain. The high beams operated normally through all this.
