The IR signal from the key has nothing to do with the operation of the starter, nor does the OVP. Power to the starter flows from a fuse to the igntion switch to the transmission neutral-safety switch to the starter solenoid. If the car was built before 12/94, an anti-theft lockout relay is in the circuit between the two switches.
