I'm not sure which wire you are trying to connect where so I took a picture of the junction block from my car. The two white wires to the starter can be seen underneath the other wires. The larger wire goes to the larger terminals on the left and is hot all the time. The smaller wire goes to the smaller terminal on the right and gets power when the ignition switch is turned to the start position. If you connect the smaller wire to one of the two terminals on the left you are hotwiring the car and will get a spark because you are engaging the starter. If you get a spark when connecting the wire to the right hand small terminal the problem is that you shouldn't have power to that terminal unless you are starting the car so you most likely have a bad ignition switch or someone has wired something wrong.
