If it is an early '95 model with the lockout relay, then yes, this could be the situation.

This suggests to me that the microswitch at the door lock isn't grounding the "SN1" input to the IRCL module N54. If this is the case, then the feature of raising the windows while locking the car with a key also does not work; but I also think the alarm would sound when the door is opened, and you didn't mention this being the case.

Yes, the early '95 cars disable the motor starter through the lockout relay. Later cars do not disable the starter -- instead they do not enable the fuel and ignition signals via the CAN bus.
