stop and reflect a moment....
Does it run right? Idle right? At the correct RPM and the correct CO% level?
Is the ignition to spec (ALL the specs)?
Does it idle smoothly?
Accelerate from a stop well?
The compression's good?
I suspect you're going to say "no" to at least one of those. If so, you're going to have to fix that so it behaves the way the book says it is to behave. When you do, you'll pass emissions (unless of course, you need valves, rings and/or a head gasket).
