The electrical connection from the steering wheel to the column uses a "clock spring".

As you turn the wheel that clock spring wraps itself tighter one way & will unwrap the other way. That clock spring is most likely the issue.

Has the can been aligned recently OR been in a wreck??

Care & caution is requires as the air bag must be removed to access the steering wheel & then the clock spring.
