I haven't heard what Limbaugh said about it, so I am guessing at what this might be about. First we have Obama's speech from about a year ago where he spoke of the need for a civilian national defense force funded as well as our current national defense force. This choice of words left room for right-wingers, Bill O'Reilly is one example, to express concern that he wants to arm civilians and fund them at the same level as the military. It is a preposterous distortion of Obama's statement, but it give the O'Reilly types something to talk about.

Now, we have Black Panthers (gasp!) blocking the polls. Well, this must be part of O's new Civilian Security Force. Next thing you know armed negros will be coming to rape your wives and children.

For those who have heard Rush talk about this topic, am I close?
