The serpentine belt must not be adjusted properly if the PS is not working. The adjuster is a real PITA POS.

There is no limp home mode on these cars. Check your OVP fuse(s).

As far as adding fluid, there is a bolt on the intake side of the head just above runner 1 that you can take out to vent the air when adding fluid. Add fluid to the expansion tank, let the air vent and put the bolt back in.
