Hello,

Yes fresh fuel filter and a fresh set of spark plugs are a must. Next check the spark plug wires with a ohm meter. The resistor ends can go bad on these wire sets. Pull the distributor out and flush the engine oil off the trigger points.

These engines can usually be put into good running mode fairly easily.
