I use Audacity all the time for mastering and mixing the voice-overs on my contract Flash projects. It's easy to use and certainly works well enough for the audio in a web-based training piece. It's simple enough that you can twiddle with it for 15 minutes and be a fairly capable user. Compared to WaveLab it's a breeze to use...I never could get the hang of WaveLab.
My only complaint is that, in my use, it's dangerously easy to overwrite an existing file if you are making multiple takes.
