Blackwater has to pitch a business plan that is more cost-effective than what the insurance companies will charge -OR- the additional expense involved with traveling under Africa instead of over it. I'd have to think that Egypt's Suez Canal company would be a potential business partner in this as they stand to lose all kinds of money if shipping is forced to take the long way around.
