Multiple problems may cause this error. Oxygen sensor doesn't seem to be the problem, as you changed those. Then the ECTS (temp sensor) may cause the problem or the cat itself.

The fuel system being fouled can be the cause, as javagps says, so you may want to try a fuel system cleaner as it is the cheapest option.
