The NeoCon rationale for invading Iraq was developed before Bush even took office, independent of intelligence information about Hussein's weapons programs. But Bush is just repeating the old story, which perhaps he might even believe, that the Iraq fiasco was not a failure of a well developed foreign policy strategy but was a result of an intelligence mistake. To admit the truth would put too much of a dent in the overall NeoCon vision of US imperial power undermining any future efforts of rescuscitation.
