Personally, I don't think it was particularly racist until the kid who responded turned it into a race issue. The joke insinuated that folks who attend a PDiddy concert may be the type to steal rims. It didn't say black people steal rims. I don't think it's any different than making a joke about pot at a Grateful Dead concert ... I don't think that would suggest that all white people are potheads, even though most people at Dead concerts are, in fact, white. Most of the friends/aquaintences I have who are black I think would have laughed at the PDiddy joke because they aren't the type of person described in the joke, and anyone who's met them would know that. Then again, I don't know the context of the situation you witnessed ... it could be that the kid who made the joke has a reputation of making racist statements and/or is a general jerk, and the kid who got offended had heard previous offensive comments. I.e., there could have been background that made it more offensive than it was on its own.
