I believe it is permanently attached to the latch mechanism, at least that is my memory.

If it has broken the red lever, you will need a new one, pretty cheap. If not, have someone hold the latch over with a screwdriver or something so that here is plenty of lengh on the cable inside the car, and you can re-install it if nothing is broken. I had to replace the pull mechanism in my '94, not a difficult job, one screw and the cable IIRC.
